The Distributed Solar Power Association, a body of solar rooftop developers, told ET it’s likely to soon file a petition before the Haryana Electricity Regulatory Commission protesting the power discoms’ reluctance.
"Power generation (including renewable power generation) is an essential service for securing smooth and uninterrupted power flow across and within states ," the ministry said in a notification addressed to concerned authorities of all states. Vena Energy, Juniper Energy and Tata Power won 40MW, 190MW and 120MW at tariffs of Rs 2.61, Rs 2.63 and Rs 2.64 per unit, respectively in an auction conducted by Gujarat's main distribution company, Gujarat Urja Vikas Limited (GUVNL) on Wednesday for 350MW of solar capacity.
Indian green power firms can no longer take for granted that the tariffs at which they won projects in auctions will actually be adopted, Ranjit Gupta CEO of solar developer Azure Power told ET, citing it as a challenge for the sector.
Sources close to the development said about Rs 600 crore has been paid to wind and solar developers. A hearing on the matter of pending payment was to be held Thursday.
A 500 MW solar tender issued by Gujarat has received a lukewarm response because most solar energy generators found the ceiling tariff to be too low, industry insiders said.
Softbank-backed SB Energy, AMP Energy and French state-run power major EDF won 600 MW, 100 MW and 300 MW, respectively, at a tariff of Rs 2.50 per unit, while Renew Power won 200 MW at Rs 2.51 per unit.
Government's ambitious 40 gigawatt rooftop solar power generation project might not be fulfilled by 2022 because, according to industry experts, electricity distribution companies in several states have been reluctant to support installation and integration of rooftop solar energy because of potential revenue loss for each unit of power generated.
In what appears to be a distinct improvement in developers response to solar tenders, SECI's latest bid submission of 1200MW drew 3500MW of bids. The Solar Energy Corporation of India is the renewable energy ministry’s nodal agency through which it holds solar and wind auctions.
