TV Somanathan new expenditure secretary in finance ministry

The government made over a dozen changes at the secretary and additional secretary levels, with the Union Budget two months away. This is the second major bureaucratic reshuffle since the BJP government came back to power in May. The secretaries of 12 departments were rejigged in July.

NEW DELHI: The government appointed TV Somanathan, a 1987 batch IAS officer from the Tamil Nadu cadre, as expenditure secretary in the finance ministry.

Ravi Mittal, a 1986-batch IAS officer from the Bihar cadre, will be the new information & broadcasting secretary, replacing Amit Khare, the Appointments Committee of Cabinet (ACC) said on Friday. Mittal is currently special secretary in the department of financial services at the finance ministry.

Somanathan takes the place of Girish Chandra Murmu, who was named the first lieutenant governor of the Union Territory of Jammu & Kashmir in October. Economic affairs secretary Atanu Chakraborty had been given additional charge of expenditure following Murmu’s appointment.

Khare, who unearthed the infamous fodder scam of Bihar and Jharkhand, has been appointed secretary in the department of higher education with additional charge as secretary, department of school education & literacy. Current higher education secretary R Subrahmanyam has been posted as secretary in the department of social justice and empowerment.

Culture secretary Arun Goel moves to the heavy industries department as secretary, while Kshatrapati Shivaji, currently executive director at the Asian Development Bank, has been posted as secretary, department of administrative reforms and public grievances. Shivaji will hold additional charge as secretary, department of pensions and pensioners welfare.

Praveen Kumar of the Tamil Nadu cadre, who is special secretary at the new and renewable energy ministry, has been appointed as skill development and entrepreneurship secretary.

Sanjeev Kaushik, an IAS officer from the Kerala cadre, has been appointed additional secretary, department of financial services, while Niten Chandra from the Orissa cadre is the new Central Information Commission secretary.

Among other changes, 18 officers have been assigned the post of special secretary in various ministries.
