Meanwhile, BJP members appear to have revised their position on summoning Facebook representatives in the September 2 meeting of the IT committee on the issue of “safeguarding citizens’ rights and prevention of misuse of social/online news media platforms, including special emphasis on women security in the digital space". They had opposed this move earlier.
On J&K, the BJP MP has said that any discussion on this issue in the committee meeting would be a violation of the relevant rules/directions and would also tantamount to disregarding the advisory issued by the Speaker.
Dubey has demanded that the September 1 sitting of the committee be revoked. Tharoor had not reacted to the letter till going to press. The September 1 meeting is also scheduled to discuss the suspension of telecom services in Bihar as well as in Delhi during the riots earlier this year. The committee may decide to take up these issues in its meeting.
On FB issue, the saffron party accused Tharoor of acting unilaterally on which entity/organisation should be summoned by the committee and said this is violation of the rules. Its members said Tharoor should have discussed the agenda of the meeting with the panel members and not doing so is a breach of privilege. Tharoor and Dubey have submitted notices of breach of privilege against each other with the Speaker.
Former Lok Sabha secretary general PDT Achary told ET that as per the norm, the chairperson decides who is to be summoned to a meeting of the parliamentary committee and Parliament secretariat conveys this to the person concerned. “This issue usually does not go to the committee meeting. A member can raise questions only on the ground of relevance of a witness to the subject under discussion,” Achary said.
He said there is no known precedent of any dispute between a member and the chairperson on summoning an individual being taken up for redressal by the presiding officer of any House, a fact that BJP members also concur with.
