Haryana to ease procedures to lure global investors: Manohar Lal Khattar

Speaking during the budget session of Haryana Vidhan Sabha here today, Chief Minister, Mr. Manohar Lal said an amount of Rs 349.30 crore for Industry and Commerce, Rs 173.07 crore for Civil Aviation Department and Rs.1522.35 crore for Revenue and Disaster Management Department has been proposed in the budget estimate 2020-21.

CHANDIGARH: Haryana Chief Minister, Manohar Lal said that to make Haryana a preferred global investment destination, the state has initiated major regulatory reforms through simplification of procedures, resulting in that Haryana today is ranked at the third position on All India level in the Ease of Doing Business Rankings and ranks first in North India.

Speaking during the budget session of Haryana Vidhan Sabha here today, the Chief Minister, Mr. Manohar Lal said an amount of Rs 349.30 crore for Industry and Commerce, Rs 173.07 crore for Civil Aviation Department and Rs.1522.35 crore for Revenue and Disaster Management Department has been proposed in the budget estimate 2020-21.

He said that with a view to provide excellent incentives to investors, last year, the State Government has introduced five sector-specific policies for agribusiness and food processing, textile, warehousing -logistics retail, pharmaceutical, and MSMEs.

He further said that in order to attract investment and to ensure employment for the people of Haryana, this year, special attention will be paid to the ground implementation of these policies. Also, the State Government will work expeditiously on the framing of a data center policy and electric vehicle policy.

He said that despite the scarcity of natural resources and the State's distance from seaports, The state's performance on the export front is commendable. He said that the State'sexports have increased from about Rs. 4.5 crore during 1967-68 to about Rs.98,570.24 crore in 2018-19. While, in this context, the State is at the fifth position in the country, he added.

Referring to the Civil Aviation sector, the Chief Minister said that the work on the expansion of existing airstrips at Bhiwani, Narnaul, Karnal, Pinjore and integrated aviation hubs at Hisar is under progress. As part of the initiative to promote the aviation sector, aerial sports activities have been started at the Narnaul airstrip. He said that under the phase-I of the plan to develop an integrated aviation hub at Hisar, the DGCA license was acquired for the aerodrome.

An air shuttle service was launched under the RegionalConnectivity Scheme and a memorandum of understanding has been signed for the launch of Flight Training Organization in August 2019. An additional 4200 acres of land adjoining the existing airstrip has been earmarked for the establishment of an integrated aviation hub.

He said that the work on Aerospace Manufacturing, AviationTraining Center and Aviation University, International Airport, Commercial and residential Aerotropolis is also in progress. As part of the future plan, itis also proposed to increase the length of all airstrips to 5000 feet on PPP mode in an airport at Karnal and another flight training school at Bhiwani.

While proposing Rs 1522.35 crore for revenue and disaster management, the Chief Minister said that Haryana has developed a cloud-based Integrated Property Registration and LandRecords Management System, Web-Halaris, for registration of deeds in tehsils /sub-tehsils, e- registration, e-stamping, jamabandi, mutation e-Girdawar, and integrating e-appointments for issuing copies of rights records through a single web portal and digital repository of registered deeds.

Web-Halaris has been implemented in 91 tehsils / sub-tehsils and it will be implemented across the State by June 2020. He said that this will be further strengthened by making e-registration more user-friendly and providing all services through a single portal.
